Capital Markets Working Group
Overview
A number of fund management enterprises, banks, and finance-involved companies came together to form the Group. The Group is chaired by Mr. Dominic Scriven, Director of Dragon Capital. The key partners of the Capital Market Working Group are the Ministry of Finance (MoF), the State Securities Commission (SSC), and the State Bank of Vietnam (SBV). The Group has made strong contributions to the development of the capital market in Vietnam and its recommendations have led to greater inter-ministerial cooperation and a greater level of co-ordination between the MoF, SSC, and SBV, as evidenced by the move of the SSC to under the MoF. Further illustration of the Group’s positive influence can be seen in the more explicit role of the capital markets in equitization delivery; the emphasis placed on corporate and infrastructure financing during the 9th Plenum of the Central Committee of the VCP that led to and was included in a Government Decision; new regimes for the registration of inflows of foreign indirect investment (FII) promulgated by the State Bank of Vietnam (SBV), and the recent participation and commentary by the Group in the formulation of the Securities law and its related Decree and Circulars.

Key Membership
Key membership of the Capital Markets Working Group, as illustrated from the structure above are (i) specialized associations namely Vietnam Association for Financial Investors (VAFI), Vietnam Association of Securities Business; (ii) fund management companies such as Dragon Capital, Indochina Capital, Mekong Capital, and PXP Vietnam Asset Management; (iii) securities companies namely Saigon Securities Inc. (SSI), Bao Viet Securities and others members from law firms, insurance companies and others.
